b. God's grace is revealed most richly - the Holy Spirit is poured out in all fulness (Acts 2:1-4, 14-18).

c. God's grace is revealed most widely - covenant relationship is no longer limited to one family or nation, but God's church includes people from all countries, tribes, and languages on earth (Matthew 28:19-20; Revelation 5:9).

The four forms of administration of God's Covenant of Grace can be pictured in the following manner; note how each form of administration from Abraham on has both its external, outward, breakable, and natural seed relationship; and its internal, inward, unbreakable, and spiritual seed relationship to the Covenant.
